User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36
Steps to reproduce:
Visited a site with an expired certificate.
Touch "Technical Details"
Actual results:
The message says "The certificate expired on 08/09/17 11:30. The current time is 09/09/17 11:50"
A European reading that date would think that the certificate expired on the 8th of September. The system is trying to say the 9th of August.
Expected results:
1. Timestamps should respect the user's locale. My Android phone is set to DD/MM/YYYY.
2. If that is not possible, the timestamp should be in ISO8601 format.

Firefox Desktop shows the error as "The certificate expired on 9 August 2017, 11:30. The current time is 9 September 2017, 11:50."
That's also an acceptable expected result.
