1400269 - Firefox for Android triage owners update - Part 2

Follow-up from bug 1399539.

I talked to the core mobile browser team in Taipei and found the following new triage owners for abandoned Firefox for Android components:

* Download Manager -> :maliu
* First Run -> :maliu
* General -> :maliu
* Graphics, Panning and Zooming -> :rbarker
* Locale switching and selection -> :maliu
* Overlays -> :maliu
* Search Activity -> :maliu

* Custom Tabs -> :walkingice
In addition to that we would like to create a new component called "Custom Tabs". This is a new feature that is big enough that we think it requires its own component. The triage owner of this component should be :walkingice. As description we could use: "Custom Tabs allow an app to customize how Fennec looks and feels."


Four components have no new owner and I will reach out to our mailing lists (Awesomescreen, Favicon Handling, Screencasting, Text Selection).
