"Trigger missing jobs" in the push header menu should use Custom Action's "Run missing tests"

Now that most things have switched to Taskcluster, the "Trigger missing jobs" button doesn't seem to do very much. In the Custom Action dialog, there's a "run missing tests" button that does seem to work. Should we switch the push header button to using the Custom Action version?

I wonder if we'll have the same problems with Custom Action's version as we did in bug 1335506...

By September we should be able to remove BuildBot support.  At that time, we should unify job triggering in the way Wes has described here.
