my understanding is tooltool is self serve- if I need special permissions for this, then this should be a service that buildduty or release engineering provides. I was under the impression that anyone could follow the instructions on the wiki to upload to tooltool.

This is correct and the motivation for filing the bug. We are transitioning away from relengapi (tooltool.pub.build.mozilla.org) and moving to our new services api: https://tooltool.mozilla-releng.net
Rather than troubleshoot the existing system, I would rather invest in ensuring you can upload in the new world. I'm adding rok to this bug to use as a test and verification that the new api works. He is back from paternity leave on oct 1st.
