Discovered that Bug 1330608 broke the mingw gcc build job; which wasn't noticed cause it's not running on central right now. Now that it seems like the root_dir is required; we can do the opposite of this bug and use the root_dir for building.
Summary: Adjust build-gcc to not use $root_dir for the mingw build → Not using $root_dir broke the mingw build toolchain
