Details

STR:
1. On Windows, click on this bug's "Product" select drop down list.
2. Hover the mouse pointer over one of the list entries so the entry is highlighted.
3. Slowly scroll the list. (I am scrolling with a laptop trackpad gesture.)

RESULT:
Firefox's Windows taskbar icon's blue highlight flickers when scrolling the select drop-down list.

I don't think this is a (recent) regression because I can reproduce in both Firefox 55 and Nightly 57. I am running Windows 10 Insider Preview, so maybe this is a Windows OS regression?

That sounds like a different problem. I don't see high CPU usage when scrolling Bugzilla's "Product" select drop down list.

I'm still able to reproduce this flickering taskbar icon in Nightly 58. It almost looks like a progress bar "filling up" the taskbar icon from bottom to top.

Do you think this has something to do with running insider preview? We're trying to reproduce here but not having any luck.

I would not be surprised if this is a graphics issue with Windows Insider Preview on my laptop, but I have no way to test a non-Insider Preview version on this laptop. I can't repro this issue in Chrome or Edge on the same machine.
