Steps to reproduce: 1) Go to Settings: General: Home: Top Sites 2) Move the toggles for "Recommended by Pocket", "Recent Bookmarks" and "Visited" to the left (i.e. disable all three). 3) Quit Fennec. 4) Restart Fennec. 5) Navigate to 20 sites. 6) Open a new tab. Actual results: There are two rows of 4 sites (8 sites in total) visible on the screen. To see another 8, it's necessary to swipe sideways. There is blank space that could fit 3 more rows but isn't used for anything. Expected results: Expected to be able to pin up to 20 sites without sideways swiping.
Thanks for filing – we'll be working on this in bug 1397854, which take the second page of top sites and put it below the first.
