1401000 - action task for purge caches for a given task

Description

An action task that given a task will purge all caches listed in the given task.

We'll probably also have to give appropriate purge-cache scopes to moz-tree:level:{1,2,3}

Note:
  The action callback python script will call the purge-cache service for each
  cache entry in the task...
