This is a follow up of Bug 1374590:

Now that Bug 1374590 is providing a better workaround for the issue related to "docking/undocking the devtools toolbox when an extension devtools panel has been loaded in the toolbox", there is no need for the code in the extension-process-script.js that was "special handling" (on Firefox Nightly and Beta) the WebExtensions devtools panels extension pages, it is unused and we can happily remove it.
