I you click on File, then click on New (the menuitem, not the submenu that
appears), a new window will open, clicking on a submenu item should open the
submenu and not exec the first submenu item.

Reproducible: Always
Steps to Reproduce:
1. Click on File
2. Click on New (the menuitem, not the new submenu that appears)
3. You get a new broser window!

Actual Results:  You get a browser window

Expected Results:  submenu should open, or at least, no window browser should
appear.

Happens on every submenu, File->New is just an example
