1401637 - If devtools are open on page load dead frames can appear in the iframe selector / TabActor sends frame destroy message before frame creation message

I'm not sure of the component but this seems to be because TabActor sends a destroy frame message before sending the message about the frame's creation.
eg:

If you open the devtools after page load you end up with only the existing frames:
