The commenter has some special handling for priority/whiteboard changes for bugs in owner-triaged components. We should do the same -- substituting [stockwell needswork] for [stockwell needswork:owner] -- for bugs not in owner-triaged components.

The whiteboard change is significant for us: I expect new frequent failures to be automatically marked [stockwell needswork] without our intervention. We'll need to review [stockwell needswork] bugs to comment, ping owners, etc.

The priority change is significant to any bug triagers who do not exclude intermittent-failures: They will start to see Priority=-- intermittent failure bugs on their triage lists that they have not seen before. This change requires a dev-platform announcement.

I think we're not ready for these changes yet. Will re-evaluate in the weeks ahead, but I won't check-in for now.

Our plans for this never seem to solidify. In the meantime, code has been ported to treeherder. This bug has outlived its usefulness.
