In Customize Mode, when hovering over draggable elements of the UI, the mouse cursor has glitchy behavior. In macOS the cursor flickers between the arrow and the hand, and in Windows 10 the cursor changes to a hand only in very small areas before switching back to a cursor.

Grover, seems this is intermittent. Can you try to find solid STR?
Flags: needinfo?(gwimberly)
Windows 10 STR:
1. Open Hamburger Menu
2. Select "Customize"
3. Use the cursor to mouse over items
4. Drag items on the Customize menu with the mouse
Expected Result:
For Step 3 - The cursor should stay as a hand between the items with no flicker
For Step 4 - The cursor should stay in the clenched hand position
Actual Result:
For Step 3 - The cursor flickers between the hand and the pointer
For Step 4 - A square artifact appears under a pointer cursor
OSX STR:
1. Open Hamburger Menu
2. Select "Customize"
3. Use the cursor to mouse over items rapidly
4. Navigate to Flexible Space
5. Hover over Flexible Space quickly and rapidly
Expected Result:
On Step 5, the cursor becomes approximately three times the size
Actual Result:
The cursor should remain the original size.
I'm unable to reproduce the issue in the original bug with the newest Nightly, but am able to reproduce the above.

This is an OS X feature - see e.g. https://discussions.apple.com/thread/7583592?start=0&tstart=0 . You can turn it off in System preferences > Accessibility > Display > "Shake mouse pointer to locate".
Given you can't reproduce the original issue, going to resolve this as incomplete for now, and if we have solid STR we can re-investigate. :-)

So, I can't reproduce this. :-(
I only see a pointer when the cursor is inbetween items (so there's nothing to drag). That's correct, but that's also not what's reported in comment #0 - the issue is that there's flickering while the cursor is over the draggable items themselves (see screencasts). Can you reproduce that? On a clean profile? On the reference hardware, or elsewhere?
Flags: needinfo?(gwimberly)
I cannot reproduce the exact issue reported in Comment 0.

Aaron, do you have any ideas on what's triggering this for you?

No actually. I haven't seen this behavior since updating Nightly earlier in the week either. So, that's good? I guess?

Yeah, let's close as incomplete and we can reopen if it comes back.
