duplicates.cgi (most frequent bugs) ignores WONTFIX bugs

Forgive me, for i cannot tell whether this is a Bugzilla bug or a mozilla.org
configuration issue. If you go to the duplicates.cgi page, which is called "Most
Frequently Reported Bugs", bug marked WONTFIX do not display. This is incorrect
behavior for the following reasons:

1. One of the stated purposes of this page is to prevent duplicate 
   bugs. If a bug is reported frequently enough, a user should be able 
   to find it on this page regardless of its status. (Note that 
   other types of closed bugs, such as FIXED do appear.)

2. People can use vote counts as a criterion for whether or not to 
   fix keep a bug as WONTFIX. The diminished visibility of the bug 
   when it disappears from this page discourages people from voting 
   for it.

3. The page is something of a guage of things users want changed in 
   the project. Absence of a frequently duplicated WONTFIX bug give 
   the false impression that nobody wants this particular change.

Sorry sorry sorry. I am so embarrassed. Somehow i got confused about dupes and
votes. Please forget you ever read this bug.
