when navigating form elements via the keyboard and one wants to select an item
from a pulldown menu, only the first key pressed is acknowledged whereas it
should acknowledge at least the first several characters depending on time
lapsed and scroll down to that element. for example in a state pulldown menu if
i were to type NY it should scroll to NY however only the N is acknowledged and
i get taken to the first N state

Reproducible: Always
Steps to Reproduce:
1.go to any page with a form with a pulldown menu, the bugzilla-helper.html will
work for this
2.go to the operating system pulldown
3. type AI - should take to to AIX

Actual Results:  takes you to the IRIX option

Expected Results:  should have taken you to AIX
