Testcase: There is a chat style widget with column-reverse defined on the items.
Currently there is no scrollbar, when overflows.
Cross compat issue, works in chromium as expected.

AR: no scrollbar at all
ER: scrollbar appears as "end" position state.

Probably this situation is not defined well in the spec, but how ever it's a cross-compatibility issue now.

For what it's worth, Edge 15 seems to match our rendering on your testcase here (no scrollbar).  But yeah, this could definitely be better.
