Steps how to reproduce with unzipped installer of  official en-US SeaMonkey 2.53a1 (NT 6.1; WOW64; rv:56.0) Gecko/20100101 Firefox/56.0 Build 20170706013410  (Default Classic Theme) on German WIN7 64bit:

1. Browser menu ˋEdit → Preferences → Browser → Languages → Add "Turkish" 
    if necessary → Move "Turkish" to the top → [OK]ˊ
2. Visit <https://www.seamonkey-project.org/releases/>
   Bug: Green "Main Downloads" area suggests "Windows, Turkish (35 MB)"
        <https://download.mozilla.org/?product=seamonkey-2.48&os=win&lang=tr> 
        which leads to <http://download.cdn.mozilla.net/pub/seamonkey/releases/2.48/win32/tr/>
        this folder only contains files with size = 0.

Ah ok.  Will fix this.

Should be fixed when bug 1383983 is fixed.

Not because that bug fixes it, but it's because our bouncer requires tr to exist before
it can work.  This is a remnant issue from when tr was the last locale in our shipped-locale
list.  Theoretically, it should be changed to zh-TW; but with bug 1383983, this wouldn't
be needed anymore.
