Themes menu in Customization doesn't pop down if it doesn't fit on screen (Windows)

Details

The Themes button in Customize always pops up even if it doesn't fit on screen. So if you resize/move your browser high on your screen and open it, the menu is off screen. It should pop down if it doesn't fit on screen. Note that on Mac, it simply moves (which covers the button).
