1402521 - Add "options" shortcut to snackbar for bookmarking in Activity Stream

Splitting this off from bug 1401179, which will add the snackbar for the bookmark action. This bug is to bring this to parity with our usage of bookmarks elsewhere, and add the "options" shortcut to the snackbar.

From bug 1401179, this involves:
> - Showing a bookmarks snackbar from the BookmarkStateChangeDelegate which requires...
> - Making SnackbarBuilder not reliant on having an Activity (it looks like it could be substituted for a View which is currently in the view hierarchy)

All open Activity Stream bugs are moving from the whiteboard tag, "[mobileAS]", to the Firefox for Android component, "Activity Stream", so that I can keep better track of these bugs as the new triage owner; I will send out an email shortly with additional details, caveats, etc.
