Can we create a certificate for the new stylo-blocklist domains collection so that we can enable content-signature for it?

We won't need this certificate because the Stylo team has decided to store the domain list in an about:config pref instead of Kinto. If we need to update the domain list pref, we will use a Firefox system add-on.
