We're going to use the maple twig repo for tc release promotion development work. Could you reset it to m-c and set it to level 3? Thank you!

Aki, I'm sorry I reset the twig on Friday. I did it again today and requested the taskcluster and buildbot reset/reconfig.
I'm going to be landing a buildbot-configs patch in bug 1403040, so we won't need the no-op reconfig, thanks :)
