Actual Results: Display of EMail Header info is clipped Expected Results: Provide a scrollbar to view the bottom of the header Provide a splitter bar, to view the email message below the header How do we view the email message below a large header?

Yes, this does look like a dup. FWIW, I believe I provide better detail: how to reproduce what needs to be fixed And, this has keywords to search on. I just noticed an annoyance in Bugzilla, itself. I provided a perfectly valid mailto: URI, but Bugzilla prepended "http://" in front, creating something that is now garbage. Bugzilla should do a better job of checking URIs, before futzing with them.
