Down scroll arrow is missing from the help viewer window.

Reproducible: Always
Steps to Reproduce:
1. Open the help viewer from Help > Help Contents
2. Select any of the major topics
3. Down arrow is missing from that window

Actual Results:  Missing down arrow

Expected Results:  Show both up and down scroll arrow

I have seen this problem on some other secondary windows too.
Confirmed using FizzillaCFM/2002041712 (RC1) and the Classic theme.
