Bug 1403945: Add utility functions to recognize OS X 10.13.

Approval Request Comment
This gives us flexibility in case something like bug 1400057 gets a 10.13 specific solution.  Right now, the code is unused, so it is low risk, but if we need to gate specific functionality, or add downloadable blocklist item for 10.13, we need this patch.
