I believe the issue is on the following page: https://www.mozilla.org/en-US/firefox/installer-help/?channel=beta&installer_lang=en-US
Step 1. Go to https://www.mozilla.org/en-US/firefox/installer-help/?channel=beta&installer_lang=en-US
Step 2. Select "Firefox Beta" button to install
Step 3. Open downloaded file to install
Step 4. Install Wizard appears, it should be the 'stub' installer.

That page actually is supposed to be the full installer; it's where the stub sends the user to as a fallback when its own download doesn't work. So I think you're seeing the correct behavior.
