Actually, two issues here:

First, as in bug 1356109, we may send the wakeup before they are all waiting, thus some agent may wait forever and we time out.

Second, it is possible for an agent's wait to timeout (for example, if the main thread is suspended after the agents are all created but before it has a chance to send the wakeup signal), in which case its result string will not be "ok", but "timeout".
