1404343 - Document the third TelemetryEnvironment userPref policy

We have, since bug 1343943, supported recording default pref values in TelemetryEnvironment, but I forgot to ask for the documentation to be updated. Whoops.

We need to document the particulars of the RECORD_DEFAULTPREF_VALUE policy in the Telemetry Environment in-tree docs so it shows up here: https://firefox-source-docs.mozilla.org/toolkit/components/telemetry/telemetry/data/environment.html#userprefs
