Bug 1403935 is enabling OMTP by default on Windows. However, :streetwolf says about:support incorrectly presents this as user having "opted in".

streetwolf's about:support quote:
> opt-in by default: OMTP is an opt-in feature
> available by user: Enabled by pref

Looks like that language comes from here:
http://searchfox.org/mozilla-central/rev/f2b181af9497af258d96213f2f0cfccc08740a86/gfx/thebes/gfxPlatform.cpp#2590-2593

...and was added in bug 1369542.

We should probably update that language to better reflect the new state of things.
