Like in Australis.
In Australis it was more comfortable, you did not have to go into the additional submenus.
I suggest adding the option in about config, which either shows the topmost recently closed tabs and windows or hides them in the submenu.

I suspect this was a deliberate design decision and as such this could be a wontfix. Setting appropriate triage flags.

Marco is right. I think we're comfortable that this doesn't add friction to the point that we'd make it an option, especially not "only" based on about:config, doubling our testing and maintenance surface for that panel (ie we'd end up with bugs for one configuration and not the other). Generally speaking, to undo close tab people will often want to use the last item, for which there's a shortcut anyway and which is also directly in the 'list all tabs' menu (1 click). The toplevel history menu has always had this as a submenu, so I'm pretty happy that putting it in a submenu is the right thing also in the history button's panel view.

@:Gijs For a few years, in Australis, you could have used a more convenient solution. Now you go back to worse, because once it was so... Well tragedy.
