Please allow mouse event listeners on *any* tab or window, so an addon developer can build a mouse gesture addon that works consistenly throughout Firefox.

This feature WAS available with XPCOM, but this was ditches and replaces with a horribly limited and (apparently) broken API. So please fix that.
