Steps To Reproduce:
1. Install an extension that adds a toolbar button (e.g. uBlock Origin)
(icon will appear in the toolbar)
2. Right-click icon and choose "Remove from Toolbar"
(icon will be removed from the toolbar)
3. Enter Customize mode
4. Click "Restore Defaults" and then "Done"
Actual Results:
extension icon not visible in toolbar
Expected Results:
extension icon appears on it's initial location in the toolbar
Reproducible: always
With "Restore Defaults" every icons is put back into it's default position in the browser. But extension icons seam to be put aside.
Extension icons, by default appear in the toolbar, but "Restore Defaults" does not put them back their. It even removes extension icons from those default positions if they are still there when the user clicks "Restore Defaults".

This is by design. As part of Australis, there was a very clear expectation that "restore defaults" should restore the default toolbar configurations without any add-on icons, so that's what it does.
