140588 - News doesn't display Subject lines in Cyrillic encoding

News doesn't display Subject lines in Cyrillic encoding, however it display body
of the message properly. Impossible to read non-Western encoded newsgroup.
Netscape 4.x do not have this problem.

Also, when you go to File/Save As... messanger seems to fail to save message 
in proper encoding.

For the SaveAs problem, please specify SaveAs .txt or .html or both.

I think we should default the default charset of a newsgroup depend on it's name. 
Which newsgroup are you reading ?

are those subject MIME-2 encoded?
are those body MIME labeled?

i looked at this this newsgroup: those are mostly message with no mime info in
the header or body, with Universal turned on you can see the body, with manually
changing encoding to KOI8-R you'll see the body and headers in the body
correctly, the headers in the thrread won't display unless you set up the folder
charset to cyrillic Koi8-r. So this is an expected behavior

4.x does not automatically show Cyrillic messages.
In 4.x, charset menu changes folder's charset which forces the messages to be
interpreted as Cyrillic. Mozilla provide the same feature in folder property dialog.

Mark as invalid. Please file a separate bug if there is a more specific
enhancement request.
