1406022 - Migrate browser_webconsole_reflow.js to the new frontend

This test is about reflows logged in the console. This was a feature of the old frontend (filters > CSS > Reflows) but I think we voted for deleting it:

Based on that I will just remove the test. Let me know if the plans changed.
