Steps to reproduce:

I updated nightly to 58.0a1 (2017-10-05) (64-bit) on Windows. I have webrender-related flags on, but have no specific reason to believe it's webrender.

I attempted to scroll a web page with my mouse wheel, as well as with my trackpad.


Actual results:

Nothing.


Expected results:

The page should scroll.
