Steps to reproduce:

Dragged internet shortcuts to Firefox shortcut to open several at once in browser


Actual results:

Tabs all show file path instead of URL. e.g. file:///E:/Data/shortcutname.url


Expected results:

Opened to link saved in URL shortcut.
This looks to be the same issue as bug 1405199.

Resolution: --- → DUPLICATE
We don't need to mark the affected versions for a duplicate - I'm changing these to fix-optional to get this bug out of regression triage.
