Steps to reproduce:
Mac OS 10.13 also experienced with 10.12
From a fullscreen firefox clicking "new private window" opens a new private session on top of the current fullscreen window
Actual results:
The new fullscreen private window is opened on top of the current window.
Expected results:
It would open a new separate fullscreen window

The same thing happens if you press "New Window", so there's nothing unique to private windows here.
