This was fixed by bug 1406691, although the root problem (beforeselected and afterselected are not accurate in some cases) still isn't fixed. Maybe we should open a new bug outside of Photon context for this. Just landing my attached patch wouldn't solve this in all cases (just for moving tabs), and so someone should probably spend a bit more time on a solution.

Reproduced the issue on Nightly (2017-10-08) on Windows 10 x64. Verified fixed using the latest Nightly 58.0a1 (2017-10-16) on Windows 10 x64, Ubuntu 16.04 x64 and Mac OS X 10.10.
