STR:
1. Have two Firefox windows opened.
2. In one window, ensure that the sidebar is open; in the other window, ensure that the sidebar is closed.
3. Restart Firefox (either to update, or by closing and then launching again)

Expected:
Each window is restored with the same open/closed sidebar as before the restart.

Actual:
Either all windows show the sidebar, or they all hide the sidebar.

Based on a few tries, it seems that the resulting open/closed state is taken from the window that had the focus before restarting.

Bug 1385630 is related, but I would still consider it fixed for the 1-window case; this bug here applies to multiple windows.
Yeah, this was a known limitation in fixing bug 1391280, and it predates all recent efforts to improve our sidebar support.

bug 1391280 comment 16 is probably useful reading here.
