Reproducible on Windows 7

Preconditions: 

The windows theme is "Windows 7 Basic"

STR:

1. Open as many tabs as needed to overflowed the tab bar
2. Set the browser theme on Light
3. Enabled the title bar 

Expected results: The arrow buttons from the tab strip are visible.

There was a misunderstand in bug 1403110, I wanted to re-open bug 1398696 instead, because it's closer to the problem (the background shouldn't be all white).
