[Steps to reproduce]:
1. Start the browser with the profile from prerequisites and open a New Tab.
2. Collapse the Top Sites section and keep hovering it.
3. Observe the right part of the section.
[Expected results]:
- Nothing is displayed.
[Actual results]:
- The "Edit" and "?" buttons are displayed.
[Notes]:
- If the "?" is hovered, the doorhanger will appear and it looks out of place.
- The issue is also reproducible for the "Recommended by Pocket" and "Highlights" sections.
- Attached a screen shot of the issue.

I have verified that this issue is no longer reproducible on Windows 10 x64, Mac 10.12.6 and Arch Linux x64 with Nightly 58 (Build ID 20171107220115).
