Some webmail UI always show the encrypted message as attachment encrypted.asc, and doesn't show any content inline. This makes it pretty hard to open bugzilla page from the email.
See the attachment for what I see of secure bugmails on FastMail.
I hope secure mail can at least include a plain text or html section to include at least the link to the bug. Preferably some other fields which you've been exposing via headers like reason, changed field, who, etc. That would greatly help knowing whether it's worth opening the bug page without decrypting the message.
Alternatively probably you can add an option to opt-out from secure bugmail even if the key has been set. Setting the key has other beneifts like secure password reset email. But the secure bugmails aren't really useful.
