The latest New Relic Cost Center Report email didn't have any actual report info, just some warnings. Figure out what went wrong and fix it.

In the part where it tallies the cost of shared servers it was missing a check for if this cost center wasn't encountered yet. Presumably we never hit the case where a cost center *only* had shared servers in the past.
