14076 - Selected items are not remembered when expanding Folder pane

Using 19990916 build on win98, 19990915 builds on Mac and Linux if you have
expanded an Account, selected an Account or selected a Folder these selections
are not remembered if you collapse then expand the folder pane.

1. Launch Messenger
2. Select an account and click the widget to expand the folder list.
3. Collapse the Folder pane by clicking on the widget located on the splitter
bar between the Folder pane and the Messenger/Message side.
4. Now expand the Folder pane again

Result:  The accounts are collapsed and nothing is selected
Expected: To see the Account that was selected still selected and the Folder
list still displayed

Using build 1999111017 on win98 and linux and 1999111111 on mac this is
now working, something else must have fixed it.  Marking Worksforme and
verifying.
