Devices:
 - Nexus 5 (Android 6.0.1);
 - Google Pixel (Android 8).

Steps to reproduce:
 1. Force phone layout to RTL or change Fennec to a language that is RTL.
 2. Tap on History;
 3. Tap on Top Sites.

Expected result:
 2. When tapping on history the history tab is opened and highlighted.
 3. When tapping on top sited the top sited tab is opened and highlighted.

Actual result:
 2. Tapping on Top Sites opens and highlights the History tab.
 3. Tapping on History opens and highlights the Top Sites tab.

Notes:
 The content is displayed correctly for each of them.

Reproduced this issue with Huawei MediaPad M3 Lite10(Android 7.0.0)on Firefox Beta 68.0b14 with RTL languages:

• العَرَبِيَّة Arabic (arabi)
• עברית Hebrew (Ivrit)
• فارسی Persian (farsi)
