When making a phab revision public, the edit policy also needs to be set to 'users'

Currently a new revision by default has its view/edit policy set to admin/admin. BMO is notified and it sets the policies based on whether the bug is private or not. When the bug is public, BMO sets the view policy to public as well. But currently it leaves the edit policy alone and it remains as admins only which is incorrect. We need to change the edit policy to 'users' instead.
