Steps to Reproduce: 1. Start Nightly 2. Go to about:newtab 3. Open humberger menu > More Actual Results: appMenu-characterencoding-button is enabled in about:newtab. Expected Results: appMenu-characterencoding-button is disabled in about:newtab.
This button is correctly disabled for most internal about: pages, since they are fully localized - based on the downloaded and installed Firefox version - and will ignore character encoding overrides.

Wait, you're saying the opposite: it's enabled, whilst it should be _disabled_. This in fact a bug for activity stream to triage, because that has taken over about:home and about:newtab.

Is this behaving any differently from other about: pages? I just checked about:config and about:preferences and both allow clicking on "Text Encoding" but all the options are disabled.
This behaving is different from other text encoding menus. For example... menubar > View > Text Encoding, Text Encoding button in the overflow menu
