python-test tasks don't turn orange if no tests are run

There was recently a regression where some of the python-test tasks stopped running any tests. Unfortunately, they remained green: https://treeherder.mozilla.org/logviewer.html#?job_id=136767088&repo=mozilla-central We should make sure python-test tasks turn orange when no tests are found.

Here's the patch working on try: https://firstname.lastname@example.org All those failures are expected regressions from bug 1407468. I talked to Aryx and he said to go ahead and land this as these don't run on every commit and it's better to have the failures visible rather than failing silently.
