1408435 - QA Firefox Telemetry preference changes

After making Firefox Telemetry behavior align with the new data preference UI (bug 1406392, bug 1406391, ...) we need to test the Telemetry behavior across different builds/channels to make sure Telemetry behaves correctly.

This will mean testing:
- across nightly, beta, release
- account for dev edition
- testing from fresh profile
- testing from existing profiles that had telemetry preferences changed previously

And validating that:
- pre-release/extended Telemetry gets recorded where expected.

We're only doing the first phase of work in Q4.
