Move "test-windows7-32/debug-reftest !e10s" over to Windows 10

We currently only run non-e10s tests on Windows 7 to save capacity. However windows 7 reftests have a lot of memory issues and other problems, possibly because it is 32 bit. This has been causing backouts to seemingly unrelated changes to the reftest harness. Instead, we could run these non-e10s reftests on the 64 bit Windows 10 platform. This seems to be a lot less noisy.
