1408694 - Overflow panel flickers when going out of (and sometimes in to) pinned extensions

Using latest Nightly, Windows 10.

STR:
1. Add some extension icons to the overflow panel
2. Click one of them
3. Go back to the list of all pinned items

AR:
Flickering.

ER:
No flickering.

This does not seem to happen to built-in Nightly's icons.
This issue can appear sometimes when going into these extension icons.

Possibly a dupe of bug 1402845. Ni? myself to check on this.

The extension popup issues resize events that are (conditionally) handled by chrome menu code. In this case, its clear that when the popup is a subview of the overflow menu, we really don't want things jumping around and resizing on the fly. A fix for that may turn out to be the right fix for bug 1402845 (or vice-versa). I think it makes sense to dupe this and confirm both sets of STR are fixed when verifying.
